Original question
Do ties of kinship include relatives through both the mother and the father?
Answer
Yes: paternal uncles and aunts and maternal uncles and aunts, whether through the mother or father. All are kin.
Question: Likewise, if a woman is married to a husband who is not a relative, may she maintain her ties of kinship?
Answer: Her own kin and her own relatives through her mother and father?
Question: Yes.
Answer: Her husband's relatives are unrelated to her; they are not her blood relatives.
Question: For example, her maternal and paternal uncles and so on, but her husband refuses?
Answer: She supports them from her own wealth, not her husband's wealth unless he permits it—from her own wealth.
Question: I mean visiting them.
Answer: Visiting them likewise requires his permission.
Question: With his permission?
Answer: Yes.
Question: If the husband refuses, is there no blame on him?
Answer: If he considers it beneficial, there is no harm. It is better for him to help her in doing good, but if he fears harm from her visit, there is no harm in preventing it.
