Original Q&A · Complete published question and answer
The complete published question and answer are included. The specific distinction between Hajj from Makkah and ʿUmrah from outside the sanctuary is retained, as is the condition that a visitor initially came without intending either rite.

Original question
We return in this episode to the letter from the listener Ḥ. M. N. of al-Dawādimī. Some of his questions were presented in earlier episodes, and several remain. In one he asks: How does one enter iḥrām from Makkah? What does one say when making the intention? Does one do the same as when entering iḥrām from the mīqāt? Does one enter iḥrām for Hajj from Makkah or from outside the sanctuary? May Allah reward you with good.
Answer
Whether entering iḥrām from Makkah, from the area outside the sanctuary near Makkah, or from the mīqāt, a person is prescribed to bathe, clean himself and apply perfume, then recite the talbiyah for Hajj or ʿUmrah. If his moustache or nails need trimming, he does that. If his moustache or nails are long, trimming them is recommended. Then, after making the intention in his heart to enter Hajj or ʿUmrah, he recites the talbiyah: “O Allah, here I am for Hajj,” if it is Hajj, or “O Allah, here I am for ʿUmrah,” as the Prophet, peace and blessings be upon him, did. But for ʿUmrah, he must leave Makkah and must not begin the talbiyah within it. If he wants ʿUmrah while living in Makkah, or after completing an earlier ʿUmrah or Hajj there, he goes outside the sanctuary and does not begin the talbiyah in Makkah. He goes to al-Tanʿīm, called the mosques of ʿĀʾishah, or al-Jiʿrānah, ʿArafāt or another location beyond the sanctuary boundary. He then intends to enter ʿUmrah and recites the talbiyah. The Messenger of Allah ﷺ instructed ʿĀʾishah, when she wanted ʿUmrah, to go to al-Tanʿīm outside the sanctuary. Her brother ʿAbd al-Raḥmān took her, and she entered iḥrām from al-Tanʿīm, outside the sanctuary. Others are like her: whoever wishes to enter iḥrām for ʿUmrah leaves Makkah for outside the sanctuary, intends in his heart to enter ʿUmrah, and then recites the talbiyah. This applies whether he is a resident or has completed Hajj or ʿUmrah there and then wants another ʿUmrah: he goes outside the sanctuary.
As for someone coming from his country intending ʿUmrah or Hajj, he must enter iḥrām from the mīqāt he passes. If he comes by the Madinah route, he enters from Madinah's mīqāt; from Najd or Taif, from al-Sayl, the mīqāt of the people of Najd; by the Yemen route, from Yemen's mīqāt; from the west, Egypt or the Levant along the coastal route, from Rābigh when he reaches its alignment; and from Iraq, from Iraq's mīqāt, Dhāt ʿIrq, also called al-Ḍarībah. This applies whether coming for ʿUmrah or Hajj, because the Prophet ﷺ designated the mīqāts and said: “They are for their people and anyone else who comes by them intending Hajj or ʿUmrah.” He ﷺ then said: “Whoever is within those boundaries enters from where he begins, including the people of Makkah from Makkah.” Someone living inside the mīqāt boundaries who wants ʿUmrah or Hajj enters iḥrām from his own location: the people of Jeddah from Jeddah, al-Sharāʾiʿ from al-Sharāʾiʿ, al-Nujaym from al-Nujaymah, and Umm al-Salam from Umm al-Salam, and so on. Everyone inside the mīqāt boundaries enters from his location for Hajj and ʿUmrah, including the people of Makkah entering from Makkah when they want Hajj.
Likewise, someone who comes to Makkah from elsewhere for trade, visiting relatives or other purposes, without intending Hajj or ʿUmrah, and then decides to perform Hajj when its time comes, enters iḥrām from Makkah, praise be to Allah.
As for ʿUmrah, as explained, he goes outside the sanctuary. If he wants ʿUmrah while in Makkah, he goes out and enters iḥrām from outside the sanctuary. As mentioned in the hadith of ʿĀʾishah—may Allah be pleased with her—the Prophet ﷺ instructed her, when she wanted ʿUmrah, to go outside the sanctuary. She went with her brother ʿAbd al-Raḥmān and entered iḥrām from al-Tanʿīm. Al-Tanʿīm is outside the sanctuary and is now called by people the mosques of ʿĀʾishah. Yes.
