Original question
He asks: What is the explanation of the noble verse—in the name of Allah, the Most Merciful, the Especially Merciful—“Indeed, We sent it down on the Night of Decree” [al-Qadr 97:1]? Was the Quran sent down all at once? I asked and was told that it was sent down from the Preserved Tablet. Is this correct? May Allah reward you with good.
Answer
The Noble Quran was revealed to the Messenger of Allah ﷺ in portions according to needs and occasions. The first revelation was the surah beginning “Read,” on the Night of Decree. It is therefore true to say that it was sent down on the Night of Decree and that it was sent down in Ramadan, because its beginning was revealed on the Night of Decree in Ramadan. This is the apparent meaning of the religious evidence, because much of the Quran was revealed in Makkah outside Ramadan, and much of it was revealed in Madinah outside Ramadan. It continued to be revealed in portions to the Messenger ﷺ according to events and occasions. Surah al-Māʾidah was revealed towards the end of his life ﷺ. On Friday, the Day of ʿArafah during the Farewell Pilgrimage, in the tenth year of his life ﷺ and of his migration…
Of his life after the migration, this verse was revealed: “Today I have perfected your religion for you, completed My favour upon you, and approved Islam as your religion” [al-Māʾidah 5:3]. This verse was revealed on Friday while he, peace and blessings be upon him, was standing at ʿArafah, in the tenth year after the migration.
Ibn ʿAbbās—may Allah be pleased with him—and a group of scholars said that it was sent down to the lowest heaven in Ramadan, on the Night of Decree, to Bayt al-ʿIzzah, a house in the lowest heaven called Bayt al-ʿIzzah. Every heaven has a house in which the angels worship. Bayt al-ʿIzzah is a house in the lowest heaven in which the angels worship, and in the seventh heaven is al-Bayt al-Maʿmūr, in which the angels also worship. It is aligned with the Kaʿbah on earth. Concerning it, the Prophet ﷺ says: “Every day seventy thousand angels enter it”—meaning al-Bayt al-Maʿmūr—“then they never return to it; that is their last time.” This indicates the great number of angels: each day seventy thousand of them enter al-Bayt al-Maʿmūr to worship and then never return to it.
According to this view—the view of Ibn ʿAbbās—it was sent down all at once to Bayt al-ʿIzzah, then revealed in portions over twenty-three years according to events and occasions. This is a strong view adopted by a number of scholars, but the first is more apparent: it was revealed from Allah, majestic and exalted, through Jibrīl to the Prophet ﷺ over twenty-three years, and its beginning was revealed on the Night of Decree in Ramadan. Allah, glorified and exalted is He, is the One who grants success. Yes.
