Original Q&A · Complete published question and answer
The complete published question and answer are included. The distinction is between an allowance genuinely authorized by the state and a superior's false assignment claim. The closing word “ribā” is the wording printed in the official transcript, not an added characterization.

Original question
Another asks: I am an employee. My organization approves assignments for staff for various periods without the designated employee actually travelling to perform any task. The officials know this and regard the assignment allowance as encouragement and a reward for the employee's work. Is the money I receive as an assignment allowance lawful or unlawful?
Answer
The established position is that this is impermissible. An assignment is recorded for him when he has not actually been sent, remains at his work… and has not gone. This is a stratagem, lying and defrauding the state, so it is prohibited, because it is wrongful transgression.
But if the state has been informed and has authorized officials to do this for their employees, under an arrangement agreed between the state and managers or ministers, there is no harm. The state considers the public interest. If it decides to send some people on actual assignments and to give the designated employee an allowance to encourage his work, just as someone sent on assignment receives money to assist him in his work, even though the recipient does not undergo the corresponding fatigue, separation from his family and the like—if the state considers this a way to satisfy employees who remain at their workplace, energize them and encourage their work, that is for the state to decide.
But if the employee's superior deceives and defrauds the state and gives him something with no real basis, the apparent conclusion from the principles is that this is ribā and is impermissible—prohibited.
