Original Q&A · Full displayed answer
Preserve the reported disagreement concerning recitation during menstruation and the scholar’s stated need-based qualification. Reports mentioned generally in that discussion are not individually identified or graded in this answer; their mention is not an editorial authentication. The concluding guidance distinguishes deliberate recitation from speed that loses letters or words. The Ayat al-Kursi protection report is in Sahih al-Bukhari no.2311 and concerns recitation when retiring to bed.

Original question
Esteemed Shaykh, what are the principal rulings concerning recitation?
Answer
A person reciting the Quran should be purified from both minor and major ritual impurity. He may not recite while in major ritual impurity. For example, someone in janabah does not recite until performing ghusl, because the Sunnah prohibits recitation in that state. As for a menstruating woman, the scholars differ on whether she may recite.
There are two views. Some say that she may recite because there is no authentic Sunnah prohibiting her from doing so. The basic ruling is freedom from obligation, and likewise absence of prohibition. Others say that she may not recite while menstruating, because she is among those required to perform ghusl and because reports prohibiting this are narrated from the Prophet ﷺ. My view is that she should not recite when the purpose is merely recitation. If she needs to recite—for example, because she fears forgetting it, to teach her sons or daughters, to teach female students if she is a teacher, or to recite to her teacher if she is a student—there is no objection because of that need. Likewise, she may recite verses used as regular remembrances, such as Ayat al-Kursi. Whoever recites Ayat al-Kursi at night remains under Allah’s protection and no devil approaches him until morning. Thus a menstruating woman may recite Ayat al-Kursi; when she has no need, she should not recite the Quran.
A Quran reciter should also keep present in his heart the great meanings indicated by its words, whether the verses contain reports, narratives, or rulings. Allah revealed the Quran for this purpose: “A blessed Book which We have sent down to you, so that they may reflect upon its verses and those of understanding may take heed” [Sad 38:29].
A person finds a great difference between reciting with a heedless heart and reciting with an attentive heart, reflecting on what he says. He finds greater benefit when reading with reflection and thought. This strengthens faith and belief in his heart, as well as his compliance and submission to the rulings contained in Allah’s Book.
As for the manner of recitation, it should be calm, without speed that drops letters or obscures words. Rather, the Quran should be read deliberately and unhurriedly. There is no objection to faster recitation at times, provided letters or parts of them are not omitted and no impermissible merging of letters, or similar error, occurs.
