Original question
Esteemed Shaykh, are there conditions relating to the leather footwear or socks being wiped over?
Answer
There are no conditions concerning it except that it must be pure. If it is impure, it must not be wiped over. If a person makes leather footwear from impure hide, such as the hide of dogs or predatory animals, it is not permissible to wipe over it, because it is impure. Impurity must not be carried in prayer, and wiping something impure only increases its contamination.
