Original Q&A · Full displayed answer
The answer concerns genuine inability or harm and expressly requires absence of negligence or wrongdoing. It distinguishes inability from forgotten duties. Statements of agreement and the preference between two views remain attributed to Ibn Taymiyyah; they are not extended to every surrounding detail.

Original question
If a man cannot find water, cannot use it because of illness, or fears harm from severe cold and similar causes, does he perform tayammum?
Answer
Tayammum is permissible when water is unavailable or illness is feared from using it, as Allah indicates by mentioning the sick person and the person unable to find water. Anyone whom water would harm by increasing illness because of a wound, disease, feared cold or a similar cause performs tayammum and prays, whether in major or minor ritual impurity.
When prayer is permitted for him, tawaf, Quran recitation, touching the mushaf and remaining in the mosque are also permitted. If he prays, he need not repeat it, whether resident or travelling, according to the more correct of the two scholarly views.
The correct principle is that anyone who does what he is commanded according to his ability, without negligence or wrongdoing, need not repeat it, whether prayer, fasting or Hajj. Allah has not required a servant to pray the same prayer twice, fast two months in a year or perform two pilgrimages, unless there has been negligence or wrongdoing. If he forgets a prayer, he must pray when he remembers. Likewise if he forgets an obligation within it, such as purification, bowing or prostration. But someone unable to perform a required element—for example, someone praying unclothed because no covering is available, without recitation because the tongue is unable to speak, or without completing bowing and prostration because of illness—need not repeat it. There is no distinction between a rare and usual excuse, or between a lasting and temporary one.
Muslims agree that a traveller unable to find water prays with tayammum without repeating; that someone without available clothing prays without repeating; and that an ill person prays according to his condition. The Prophet ﷺ told Imran ibn Husayn: “Pray standing; if you cannot, then sitting; if you cannot, then on your side.” There is no repetition required.
